Day 1: Social Value movement and ECC Social Value Priorities

Councillor Whitbread, Cabinet Member for Finance, Resources and Corporate Affairs  outlined the importance of social value to Essex County County and the benefits we seek for Essex residents.

Professor Chris White, Director of the Industrial Policy and Insight Centre at the Manufacturing Technology Centre, shared the original aspirations for the Social Value Act.

Samantha Butler, ECC Social Value Lead and Cabinet Office Head of Social Value Skills and Engagement  outlined ECC's approach to scoring and measuring Social Value and the Social Value Catalogue. Click here to access the slides

• • Breakout 1: Social Value: The Opportunity for Vendors looks at the case for social value from the vendor's perspective. Louise Townsend, Head of Social Value and Sustainability, Morgan Sindall

• • Breakout 2: Social Value and the Climate explored how social value can help us to contribute to addressing environmental challenges.

Day 2: National TOMs, ECC TOMs and Social Value opportunities for SMEs

• • Breakout 1: National 'TOMs' method and ECC framework Keynote: Peter Holbrook CBE, Chief Executive of Social Enterprise UK. (extract) provided a national perspective on the importance of social value in the bidding process.
    • • • Cindy Nadesan, Senior Public Sector Account Manager at the Social Value Portal described the context and origins of the 'NTOMs' and how Councils across the country use them to evaluate and score bids. Click here to access the slides
        • Samantha Butler, ECC Social Value Lead outlined the specific tendering processes used by ECC to include social value using the ECC TOMs and available resources to suppliers to help them prepare their social value bids. Click here to access slides

• • Breakout 2: Social Value at Essex County Council for SMEs This session demystified some of the terms and procedures used at ECC and provided details of the ECC Social Value Framework  - the 'ECC TOMs'. Keynote speaker: Arnab Dutt, Chair of SV Policy at the Federation of Small Businesses (FSB), member of UK Government's SME Panel and entrepreneur gave his perspective on the importance of SME's engagement in the Social Value agenda.

Day 3: Opportunities for Social Enterprises and Voluntary Organisations; and Health and Social Care

• • Breakout 1: Social Value Webinar for Charities and Social Enterprises Keynote speaker: Claire Dove CBE, UK Government's Crown Representative for VCSEs outlined the importance of social value to public sector spending and support for the voluntary sector

• • Breakout 2: Social Value in health and social care. Focused on health and social care market. Keynote: Councillor John Spence, Cabinet Member for Adult Social Care
    • • • Steve Ede, Head of Procurement (People), ECC, explored how to maximize Social Value through commissioning and procuring health and social care services and goods.

Day 4: Social Value for Employment and Skills; and for Tech and Digital Sectors
