The Supreme Court's judgment on deprivation of liberty

You may be aware that the Supreme Court has recently issued a judgment which significantly changes the legal approach to determining whether a person is deprived of their liberty. We ask that you refer to this updated position when making any new referrals to the DoLS team.  In addition, as the change came into effect immediately from 2 June, please review any recent DoLS referrals you have made. You should consider whether, in light of this revised approach, any of these referrals may no longer be appropriate.

Where ECC spend its money

Essex County Council spends almost £600m each year on adult social care, supporting almost 17,000 people over the age of 18 at any one time. The vast majority of spend is currently on long-term support, rather than short-term support. Spending on residential care and on support to people in their own home is pretty equally matched at present.

We spend in total £496 Million on long term support, and the split by age is:

  • £207 Million spend on people over 65 years old (41.7%)
  • £289 Million spend on working age adults 18-64 (58.3%)
