Minimum requirement

The service provider shall be registered with the Adult Social Care Workforce Data Set (ASC-WDS), administered by Skills for Care, and the following four criteria must be met

  • All establishments will complete an ASC-WDS workplace record and must update all its organisational data at least once in the financial year
  • The establishment must fully complete individual ASC-WDS worker records for a minimum of 90% of its total workforce (this includes any staff who are not care-providing).
  • Individual records for workers which are included in the 90% calculation must be both fully completed and updated at least once in the financial year.
  • The establishment must agree to share their data with the local authority using the data sharing opt in box. No personally identifiable information about your staff will be shared with us.
  • Data uploaded once every 12 months
  • First data upload completed within 6 months of contract start
  • Worker records for 90% of your workforce uploaded

Providers will produce and maintain an up to date workforce plan / strategy

  • Specific issues based on the areas you operate in which might affect your recruitment / retention
  • How you actively encourage staff development
  • How your business model affects your ability to recruit and retain staff including how your own mix of private and Local Authority funded clients affects your ability to recruit and retain staff
  • Methods for staff recruitment
  • Staff development and training, including leaders and managers
  • Clear Career Pathways / progression
  • Terms and Conditions of employment
  • Use of Values Based Recruitment
  • Identified skills gaps
  • Providers should keep a record of actions taken to alleviate workforce issues, including reasons why they worked / didn’t work, which will be available to ECC staff upon request.
  • Reviewed every 12 months
  • First version of the document completed within 6 months of contract start

Providers to receive the ECC Provider Bulletin

  • The service provider shall be expected to have at least one contact receiving the ECC Provider Bulletin.
  • The service provider shall be expected to keep this contact information up to date.
  • The designated contact(s) will be expected to read each bulletin and distribute information accordingly within the service provider.
  • There is no limit to how many contacts can be added to the Provider Bulletin distribution.

  • Ensure at least one contact receiving the bulletin within 1 month of contract start
  • Ensure contacts are kept up to date
