New interim guidance has been published following the AGNI 2026 Supreme Court judgment. Adult Social Care providers are encouraged to review the guidance to understand Essex County Council's current interim approach while further national guidance is awaited.

Welcome to the landing page for Essex County Council’s ("the Council") Additional Reablement Capacity (ARC) Procurement. This page is designed to facilitate access to the latest information, resources and timelines of this project pending the publication of the proposed procurement.

If you have missed any previous information regarding the market engagement phase of this project, please use the links within this page to access the resources which the Council has published to support this element of the procurement process.

During the market engagement phase of this project, the Council will provide courtesy updates to existing providers and organisations which have expressed an interest in this project. If you would like to be included on the distribution list to receive future updates, please navigate to the section entitled "Register your interest in our market engagement events" within this page to access  and complete the online form. Please note that this form will only be accessible prior to the publication of the procurement for this service.

Once the procurement has been published, the Council will only accept clarifications via the inbuilt correspondence functionality within the Council's e-sourcing platform NEPO:OPEN. Please consult the dedicated NEPO:OPEN section of this page for further information regarding this issue.

Please note that this section will be populated with details of any forthcoming market engagement events or updates regarding this project. 

In the meantime, please note that whilst the Council will continue to promote any further engagement opportunities for the ARC service via the Provider Bulletins and courtesy e-mails to existing providers and organisations which have expressed an interest in the market engagement to date, as this process forms part of a procurement, the Council is required to advertise any market engagement on the Central Digital Platform (CDP) – Find a Tender . For ease of reference, please note that CDP is a national resource which advertises all public sector procurement. Therefore, it would be prudent to ensure you register on CDP and review this platform to facilitate awareness of future events. Please note that whilst the Council has used its best endeavours to verify that the above link is accessible, this website is owned and administered by an external third-party. Therefore, the Council is unable to accept any liability whether express or implied for the content within this website.

Please note that during the market engagement event, your organisation is welcome to request further information via e-mail to the Procurement Intermediate Care Team: ICT@essex.gov.uk 

However, once the procurement has been published any clarifications must be submitted via the Correspondence functionality within the Council's e-sourcing platform, NEPO:OPEN which is accessible to registered users via: Login - Open | Developed by Nepo

It may be worth noting that the online registration process to secure a user account for NEPO:OPEN is free of charge and NEPO have published dedicated supplier guidance which can be accessed via: open-hub | Open Hub

Please note the Council will not respond to any clarifications which are submitted outside NEPO:OPEN once the procurement has been published.
