Key aims

To deliver the commitments of the All-Age Carers Strategy 2022-26:

  • Improve practice and processes re identification and support for carers
  • Carers can easily access information, advice, guidance and support
  • Improve transitions for carers
  • Champion carers needs and rights across Essex communities
  • Carers will have increased opportunities to access good quality support
  • Carers will be the experts that influence and shape decisions about their support and support for those they care for

1 Year Delivery Plan by end of 2024

Description:

Over the next 9 months, ECC will be implementing our new model of support for carers, which has been co-produced with carers and other key stakeholders. ECC will be recommissioning our core commissioned offer of support for carers, moving from a countywide service to a more localised offer linked to the Integrated Care Board footprint of West Essex, North Essex, and Mid and South Essex.

ECC will be launching a Carers Priority Fund mapped to the five health alliance areas; small grants for local community groups and individuals to deliver local-specific support for carers.

ECC will be enhancing Essex Wellbeing Service (EWS) to improve our offer for carers, becoming the first point of contact for carers to access light touch support, and if needed a pathway to the core commissioned offer and/or Adult Social Care.

ECC will be reviewing what learning and training opportunities carers would like to access, what is currently available, and putting in place a plan to address gaps.

Key Milestones:

  • August 2023: Launch tender for the core commissioned offer of support for carer
  • September 2023: Development of EWS enhanced offer
  • October 2023: Launch of Carers Community Fund
  • January 2024: Contracts awarded for the core commissioned offer
  • April 2024: New model of support for carers in place
  • October 2024: New virtual offer service for carers goes live
  • October 2024: Extension of carers user voice project

 

3 Year Delivery Plan by end of 2027

Description:

ECC’s new model of support for carers will fully be implemented by April 2024. We will be working with an independent evaluation partners to evidence the economic and impact of the model.

The initial contract term for the core commissioned carers support service will be from April 2024 to March 2027. The effectiveness of the service will be reviewed, and decision taken on whether to enter into the two-year extension period.

The All-Age Carers Strategy will be reviewed in 2025/26, and an updated strategy for 2026 onwards will be co-designed/produced.

  • Independent economic and impact evaluation of the new model of support for carers
  • On-going contract management
  • Review of core commissioned carers support service
  • Decisions re extension of core commissioned carers support service
  • Review and update of All-Age Carers Strategy

 

7 Year Delivery Plan by 2030

Description:

By 2030 an updated or a new All Age Carers Strategy will be in place.

The new model of support for carers will have been robustly evaluated and reviewed, which will be used to determine the future offer beyond end of contract date to 2029 and beyond.

Key Milestones:

  • Recommissioning of core commissioned carers support service
  • Delivery of a new All-Age Carers Strategy

Ensuring equity of access

  • Procurement of countywide core offer of support for carers, divided into geographic Lots with standard specification across each Lot to ensure consistency of service whilst also providing local-specific information, advice and guidance

Putting lived experience at the centre

  • Commission a ‘carers voices’ service to gather insights from carers, providing a constant feedback loop to ECC
  • Ensure that commissioned services are constantly reviewing and enhancing their offer based on feedback from carers
  • Co-produce all elements of carers offer with carers themselves

Delivering good quality services

  • Robust monitoring and evaluation of carers support services
  • Reporting of outcomes for carers as a result of carers support services, using a validated tool

Community-based support

  • Deliver a Carers Priority Fund; small grants for community groups to deliver local specific carer support

Health Integration

  • To work closely with health colleagues in the commissioning of carer support
  • To map commissioned services for carers to the Integrated Care Board footprint
