The Supreme Court's judgment on deprivation of liberty

You may be aware that the Supreme Court has recently issued a judgment which significantly changes the legal approach to determining whether a person is deprived of their liberty. We ask that you refer to this updated position when making any new referrals to the DoLS team.  In addition, as the change came into effect immediately from 2 June, please review any recent DoLS referrals you have made. You should consider whether, in light of this revised approach, any of these referrals may no longer be appropriate.

The aim for adults with disabilities is aligned to the four focus areas within the Disability Strategy.  We will support development of services and opportunities that deliver these aims including increasing access to employment opportunities for those who want a job or to develop their career, to have meaningful things to do with their life, to have suitable accommodation options and to have connections into their community. We will do this across all disabilities as required, including developing services for those with more complex needs.

  • Completion of the scoping and service planning for the new day opportunities provision and inclusive employment models​
  • Commencement of Autism Strategy refresh​
  • Progression to completion of the accommodation strategy in 2025 ​

  • To have developed additional PSI accommodation as required​

  • To have right sized the provision for residential in Essex for AWD, following the delivery of the accommodation strategies​
  • To ensure that the necessary provision is robust and good quality delivering individual objectives and services are embedded in the community​
  • To have delivered and evolved the day opportunities and inclusive employment services county wide​
  • To have additional complex accommodation provision to address demand.​
  • To have more local connections and opportunities for people to be supported in their own communities
  • Adults feel empowered to find their own solutions via local communities ​
  • Work closely with the day opportunities pathway and education to get people job ready​
  • Adults choose how they are supported in terms of social contact and feel more independent as a result​
  • For jobs to be meaningful and meet individual ambitions, not just in traditional areas​
  • Develop specialist skills across disabilities as needed – not all people with disabilities need the same support​
  • Supporting the skills needed to move to employment​
  • Development of a pathway people can move through for development via different service offers
