Market Vision:

One of the 4 themes of the disability strategy and Meaningful Lives Matter Transformation programme is A Meaningful Day, ‘I have meaningful things to do with my time’ The objective is for everyone to have purposeful activity that is bespoke to them and addresses a respite need for carers as required. There will be a focus on people being closer to their communities, and meeting and exceeding their individual objectives.

To work with good quality providers who can deliver objectives and progressive experiences for people.

Within this there is a focus on the following day opportunities objectives:

  • Meaningful and purposeful activities
  • Community at the centre, with less reliance on building based activities.
  • An enabling and independence focus
  • Where appropriate, supporting the skills needed to move to employment.
  • Development of a pathway people can move through for development via different service offers.
  • Traditional day opportunities will not be the default leaving education

1 Year Delivery Plan by end of 2024

Description:

To complete the scoping and service planning for the new day opportunities provision, including having worked closely with providers on their development.

Key Milestones:

  • Completion of the scoping
  • Clarity on the service offer for each part of the pathway with outcomes embedded
  • Clarity on commercial models
  • Governance processes commenced

 

3 Year Delivery Plan by end of 2027

Description:

To have progressed through the new service model with providers and to be delivering this effectively, while identifying opportunities for growth and development

Key Milestones:

  • More services delivered in the community and not in traditional services.
  • Skills and development being achieved by those attending.
  • Day opportunities will not be the default leaving education.
  • Services will have developed to develop good countywide provision allowing community access in peoples own community.
  • People will be progressing along the pathway developing skills as is appropriate.
  • people will be experiencing a day that is meaningful to them.
  • To develop service areas where there are noted gaps.

 

7 Year Delivery Plan by 2030

Description:

To have right sized the provision for residential in Essex for Adults with disabilities, having developed this with providers. The right services will be available for people, and they will be moving through the service offer as is appropriate. Day opportunities are not the default leaving education.

Key Milestones:

To have adequate provision county wide

  • For people to move through the pathway
  • For outcome and skills progression to be in all services
  • For people to be embedded in their community
  • For building based services right sized and only used when needed, community services to be preferred.
  • To have developed services where there are noted gaps.

Workforce recruitment and retention

  • To have a robust workforce with the correct standards and qualifications
  • For staff retention to be key to all services

Capacity and demand management

  • To right-size the provision in Essex County Council
  • To develop services where required, likely to be in PSI and complex LDA provision

Putting lived experience at the centre

  • To regularly hear the voice of those using the services and develop further on their experience

Delivering good quality services

  • Agreed quality measures being delivered by providers
  • To focus on quality of support and string, progressive individual outcomes in day opportunities

Technology capability

  • To develop effective technological solutions and opportunities with providers

Promoting Financial Sustainability

  • To have a stable and robust market

Integration with Health

  • To develop closer links with local and acute health providers and services for more seamless and effective support

Diversity, Equality & Inclusion

  • For providers to meet all objectives in this area, and ensure these principles are delivered in their services

Climate and Environment

  • To minimise climate impact where possible and review regularly
