To provide residential or nursing services on behalf of ECC you will need to sign up to become either a Spot provider or bid to become a provider on the Integrated Residential and Nursing (IRN) Framework. 

Further information can be found in the sections below about how to become a spot provider or how to join the IRN Framework.

Integrated residential and nursing framework refresh and opening 2023

The refresh process is now open.

The IRN Refresh will allow exiting providers to submit revised pricing for new placements and also allow new providers to make a tender submission to join the IRN framework.

ECC will be using ProContract  (see link below) to complete the process for the pricing review for existing suppliers and to allow for new providers to join the IRN framework.

Existing suppliers will be added to the appropriate opportunity on ProContract . Please register your organisation and notify us via the IRN Mailbox.

New suppliers should be able to find the opportunity as listed below.

Once you have access to the opportunity on Procontract, please access the bidder guidance documents for instruction on how to complete your submissions.

The opportunity for both existing and new submissions will be kept separate and listed on Procontract as:

  • RFX DN652382 – 0999 IRN Refresh 2023 - Existing Suppliers

Benefits of joining the Integrated Residential and Nursing (IRN) Framework

Contract Information

The Framework is a ranked list of providers who can deliver both respite and long term residential and nursing care to the residents of Essex.

The current Framework started in June 2019. There are annual review points each calendar year where new providers can join the framework and existing providers are able to submit a new price. 

Becoming a Spot Provider

Essex is currently looking for providers who can deliver residential and nursing care in areas where we have limited provision via our IRN Framework.  It is our expectation that any provider who becomes a spot provider to deliver services in these areas, will look to join our framework at the next available review point.
