The Supreme Court's judgment on deprivation of liberty

You may be aware that the Supreme Court has recently issued a judgment which significantly changes the legal approach to determining whether a person is deprived of their liberty. We ask that you refer to this updated position when making any new referrals to the DoLS team.  In addition, as the change came into effect immediately from 2 June, please review any recent DoLS referrals you have made. You should consider whether, in light of this revised approach, any of these referrals may no longer be appropriate.

How do we know we are making a difference

This strategy sets out our ambition and intentions for the next 5 years in addressing the increasing challenging nature of the care market workforce.  We will use these measures to set the baseline and monitor and evaluate the improvements.

We will work towards and measure:

  • An decrease in turnover and vacancy rates
  • An increase in % of adults, carers and family satisfied with services
  • An increase in % of younger care workers
  • An increase in professional qualifications across the workforce
  • A year on year increase in number of care workers employed (Capacity Tracker data)

The following will be measured where data is available:

  • Qualifications for personal assistants and un-paid carers
  • Employment of people with a disability / from disadvantaged backgrounds
  • An increase in diversity of the workforce to meet changing needs
  • An increase in personal assistants supporting adults in their community
  • An increase in number of care workers supporting new technology equipment, delivering value for money and better outcomes for adults.

For Adults & Carers:

  • I receive care and support that is safe and meets my needs and respects my rights.
  • I receive care from a care worker who is valued, and their career, professional development and wellbeing are prioritised.
  • I feel that I am recognised for the role I play in delivering high quality personalised care.
  • I feel valued for the skillsets I bring, and I can develop more skills that support new and complex challenges.
  • I am confident in using technology that allows more effective use of my time to support people’s needs.
  • I enjoy my job as it gives me satisfaction, because I am making a difference every day.
