Market Vision

Our key strategy for Disabilities Supported Living is:

  • One of the 4 themes of the disability strategy and Meaningful Lives Matter Transformation programme is Accommodation, 'I have a place to call home'. The objective is for everyone to have the home that is right for them, acknowledging that may change through someone's life
  • There will be a focus on people being closer to their communities, and meeting and exceeding their individual objectives and services to have an enabling focus to work with providers with good or above CQC ratings and a focus on quality service

Key aims:

  • To have an enabling focus on provision
  • To develop in-county services for complex provision
  • To ensure adequate provision across all cohorts and geographical areas
  • To minimise out of county placements
  • To continue to investigate and understand demand and to share this with the market

1 Year Delivery Plan by April 2024

By end of year 1 to continue work to understand demand, and to move key projects forward.

Key milestones:

  • Renewal of the LDA accommodation strategy
  • Renewal of the PSI accommodation strategy
  • Decisions on the future of up to two of four proposed complex supported living schemes
  • To have completed governance for the replacement to the supported living framework
  • To have reprocured the HRS contracts
  • To understand general needs accommodations demand to and commence work with ECC departments and district partners on solutions
  • To work with transitions teams to get sevices ready for those who will need them in advance and alongside this minimise out of county placements

 

3 Year Delivery Plan by April 2027

By end of year 3 to have a clear understanding of supported living demand, including an understanding of those who are ready to move in general needs accommodation. To have started to deliver the new accommodation strategies, and to be working closely with strategic suppliers in the market to have increased provision where needed.

Key milestones:

  • To have mobilised the new supported living framework contract
  • To have embedded the new accommodation strategies
  • To have an enabling focus in supported living, evidencing progression and people moving on
  • To have developed additional PSI supported living as required
  • To have progressed towards sufficient capacity in the market for supported living demand in the geographical areas it is required
  • Delivery/progression of at least 2 of 4 complex schemes identified
  • To ensure services continue to embed into local communities
  • To increase delivery to individual objectives
  • To have moved some adults from supported living to general needs accommodation depending on demand

 

7 Year Delivery Plan by April 2030

By end of year 7 ensure to have the right size of provision for supported living in Essex for adults with disabilities, and having delivered the accommodation strategies.

Key milestones:

  • To renew the accommodation strategies as required
  • To have a clear understanding of future demand
  • To have right-sized the provision for Essex provision in Essex
  • To ensure that the necessary provision is robust and good quality and delivering to individual objectives and embed services in the community
  • To have no one placed out of county due to lack of resource in Essec
  • To continue work with partners to identify the general needs accommodation adults will require to progress to

Workforce recruitment and retention

  • To have a robust workforce with the correct standards and qualifications
  • For staff retention to be key to all services

Capacity and demand management

  • To right-size the provision in Essex County Council
  • To develop services where required, likely to be in PSI and complex LDA provision

Putting lived experience at the centre

  • To regularly hear the voice of those using the services and develop further on their experience

Delivering good quality services

  • The CQC ratings of providers to be good or outstanding
  • To focus on quality of support and string, progressive individual outcomes in supported living

Technology capability

  • To develop effective technological solutions and opportunities with providers

Promoting Financial Sustainability

  • To have a stable and robust market

Integration with Health

  • To develop closer links with local and acute health providers and services for more seamless and effective support

Diversity, Equality & Inclusion

  • For providers to meet all objectives in this area, and ensure these principles are delivered in their services

Climate and Environment

  • To minimise climate impact where possible and review regularly
