Essex County Council have published a number of strategic policies that aligns our existing commissioning intentions for Children, Young People and Family Services across our market. These strategies also support recent Government reports, consultations and legislation changes across the UK.

  • Essex County Council Children's Sufficiency Plan; ECC Published the children's 3 year sufficiency strategy in January 2023, updating the councils intentions to meet the needs of children in care. 
  • Essex County Council Children's and Young People's Plan; ECC have issued the children's services business plan from June 2023.
  • Independent review of Children's Social Care in England; The government review to ensure children and young people get the support they need resulting in stable homes, built on Love strategy. 
  • Right Support, Right Place, Right Time; this is the outcome of a Government Consultation on SEND and alternative provision across England. 
  • Separated Migrant Children; Essex County Council separated migrant children and young people criteria 
  • Children's and Young People Social Care Market Study; Market study looking into the supply of children's social care and the placements market.
  • SEND Review; ECC have shared the national SEND Review, and developed local strategies that sets out key priorities across children services. 
  • Anti-Racism; ECC has practice that supports equality and diversity across children's and families. 
  • Ofsted Report; ECC has recently been inspected by Ofsted to assess our performance, the outcome of the inspection will support our future activities across children services. 
  • Domestic Abuse; ECC has information on domestic abuse 

 

Children, Young People and Families contributes to a wide range of partnership strategies, all under the umbrella of the Essex Children and Young People’s Plan.  This has the following objectives, which align in turn with the commitments of ‘Everyone’s Essex’: 

Resilient Children and Young People

We work with partners to understand the issues and challenges facing children and young people. Enabling access to universal, targeted and specialist services. Along with support to address areas of need, particularly around mental health and wellbeing.    

Stable and Thriving Families

We work with families as early as possible to help them address problems, issues and strengthen family bonds. Where children cannot be cared for in families, we continue to provide support in promotion of reunification where this is a possible and safe outcome.  Through Levelling Up, we address inequalities between families aiming to improve longer term financial stability and health outcomes.  

Inclusive and Supportive Schools and Communities

We engage with partners in education to address barriers to all children  and young people achieving good educational outcomes. Voluntary and community organisations support children with particular needs, that would benefit from engagement in their communities and through the development of independence within them. 

Safe and Accessible Neighbourhoods

Working with the Police and other specialist organisations we tackle risks to children and young people outside of the home on an individual basis. Through engagement with community safety partnerships and the Violence and Vulnerability Unit.  We work to promote the availability of community services within local neighbourhoods.

ECC’s children’s and families service is recognised as outstanding by Ofsted, a result of continuous service improvements and innovation. However, increasing pressure (from societal, economic and legislative changes) plus policy implications from government, means the focus now must be on longer term transformation measures to address the  increasing demands on the service.

Essex are investigating key solutions, these are: 

  • Review of Children and Families Services; Delivery of a strategic response to the Care Review and other policy and legislative change to develop our workforce, practice and sufficiency.
  • Joint commissioning and delivery; Providing better outcomes for children and families through improved partnerships and commissioning across health, housing and police, and other services.
  • Residential Programme; Creating Essex options for local provision of residential care within an environment which supports care plans aligned to an individual children and young people’s needs.
  • Fostering Services Development Strategy; Ensuring fostering is a readily  viable option for children and young people, by creating a supply of the right carers, and ensure that care is sustainable through the right support for carers and children.
  • Placement Sufficiency; Strategic approach to sufficiency of appropriate placements  across multiple themes, including Separated Migrant Children, CWD, Mental Health, informed by research and policy.
  • Multi-disciplinary team; Transforming early intervention approaches through improved partnerships across social care, police, health, education and other, services to create the best early response for vulnerable children and their families
  • Family Solutions; Aligned response to support our most disadvantaged families to develop social, wellbeing,   and financial opportunity.

Key Outcomes for our Children Service Ambition

  • Outcome 1; we will have active cooperation and funding across the system, with optimised (co)delivery of outcomes for Children and Families
  • Outcome 2; Outstanding Children's Social Care delivery aligned to five principal outcomes
  • Outcome 3; we will have developed and maintained a workforce that is skilled, competent, diverse and agile
  • Outcome 4; Our systems, technology and practice development will be fully optimised to support outstanding future Children’s and Families Social Care
