Market Vision

One of the 4 themes of the disability strategy and Meaningful Lives Matter Transformation programme is A Meaningful Day, ‘I have meaningful things to do with my time’ The objective is for everyone to have a job who wants one, and to develop a career further should they wish to. There will be a focus on people being closer to their communities, and meeting and exceeding their individual objectives.

To work with good quality providers who can deliver objectives and progressive experiences for people.

Within this there is a focus on the following day opportunities objectives:

  • To work closely with the day opportunities pathway and education to get people job ready
  • For jobs to be meaningful and meet individual ambitions, not just in traditional areas
  • To develop specialist skills across disabilities as needed – not all people with disabilities need the same support.
  • To provide ongoing support as needed

1 Year Delivery Plan by end of 2024

Description:

To complete the future of employment document, laying out ambitions for employment, and to connect with the day opportunities programme to create a pathway for people

Key Milestones:

  • Mobilisations complete on the inclusive employment contract
  • Autism focussed employment support projects to have delivered employment and confirm lessons learned and future progression.
  • To confirm the next round of small business grants encouraging employment
  • Additional research into helping those with physical disabilities re-enter the employment market.
  • To develop the LIVE offer further

 

3 Year Delivery Plan by end of 2027

Description:

For employment services to continue to grow, and to embed them as the preferred model for those leaving education. To have begun to support those in wider services with a pathway to employment.

Key Milestones:

  • More entering employment pathways
  • Those in day opportunities progressing to employment.
  • All cohorts to have the support needed to progress to employment.
  • Different ways of delivering employment opportunities based on need.
  • To continue to develop links in different industries, widening employment opportunities.
  • Connecting all system employment knowledge to ensure that the broadest possible offer is available to people

 

7 Year Delivery Plan by 2030

Description:

To have supported everyone currently in day opportunities to have paid employment, and to have empowered those who wish to work to enter the employment pathway straight away instead of day opportunities. To have a wide range of industries employing people with disabilities. To have people progressing in their career

Key Milestones:

  • To have progressive jobs
  • To have people who would have traditionally attended day opportunities having jobs as a default where this is their choice
  • To have worked with education services for employment to be the default option for those who can work
  • To have a wide range of employers across Essex engaged, and progressing people with disabilities in their jobs
  • To have appropriate support for those with different disabilities.

Workforce recruitment and retention

  • To have a robust workforce with the correct standards and qualifications
  • For staff retention to be key to all services

Capacity and demand management

  • To right size the provision in Essex County Council
  • To develop services where required, likely to be in PSI

Putting lived experience at the centre

  • To regularly hear the voice of those using the services and develop further on their experience

Delivering good quality services

  • Agreed quality measures being delivered by providers
  • To focus on quality of support and string, progressive individual outcomes in day opportunities

Technology capability

  • To develop effective technological solutions and opportunities with providers

Promoting Financial Sustainability

  • To have a stable and robust market

Integration with Health

  • To develop closer links with local and acute health providers and services for more seamless and effective support

Diversity, Equality & Inclusion

  • For providers to meet all objectives in this area, and ensure these principles are delivered in their services

Climate and Environment

  • To minimise the climate impact where possible and review regularly
