Working with our providers is key to shaping our future services and provision. ECC are keen to build on existing relationships and work to build relationships with new providers in Essex including our voluntary and community sector providers.

There is greater opportunity for Essex County Council to improve on relationships and develop a collaborative approach to service shaping and delivery with providers in the area and regionally

Working to evolve our relationships to support providers to acquire and plan new service provisions within the county and district councils. 

Work is required to develop and establish relationships with Health Commissioners and the Market to develop provisions for children and young people that require complex support or services. 

Work is required to continue to develop a whole system approach. A greater and broader approach to partnership working, which includes Health, Police, Districts,  to have a multi-disciplinary approach

The payment process for commissioned services presents issues for providers when receiving payment or invoices. Work is required to improve this process moving forward. 

 

Our Approach to the Market

Work is underway to develop and establish greater relationships with our providers. Committing to understanding providers views on current activities, provision and relationships across our social care market. 

We are committed to ensuring there are regular market engagement events on a quarterly basis. When we need feedback on a service or new commissioning activity and collaborative working for our future strategy. 

We seek to continue to develop market relationships with the volunteer sector and charities through specific engagement. 

We plan to explore our tender options through procurement portals, to ensure we understand market appetite and shaping the service with our market. 

We will attend national and local forums, i.e. Care Home Association, BIPCA to raise the profile of the importance of quality engagement with the market and service delivery.  This includes the ADCS which is attended by our Director of Children's Services 

Essex County Council currently works across children and family services, with providers and external stakeholders. Since COVID, Essex has increased our provider and market engagements to discuss services, current issues and our current commissioning intentions.

ECC take part in many regional engagements and attend many partnership boards across the region. These include: 

  • Essex children and young people strategic partnership board 
  • Essex Safeguarding Board 
  • Association of Directors of Children And Family Services
  • Regional Working Groups – Eastern Regional Commissioning Group, Cross Regional Group by the LGA  and CRAG Cross Regional Groups. 
  • Working in Partnership with Hertfordshire, Thurrock, Suffolk & Norfolk on Procurement Opportunities 
  • Engage with  Greater London and White Rose (Leeds Collaboration Group) and with district. 
  • Adopt East (Adoption Alliance)
  • Care Cubed Children’s Forum
  • National Commissioning Conference 
  • Care Home Association Conference 
  • Knowledge Hub (K-Hub) – Local Authority Network Group to share best practice. 
  • Partnership working with the police with regards to missing children and localised risk assessments. 

ECC Transitions is a critical area of collaborative working. Ensuring children and young people moving into adult social care are transitioned in a positive and strategic way to maximise their outcomes for the future.
